METHODOLGY

     This evaluation analyzes the structure, process and outcomes of the MIRA program implemented in Virginia during 1998 and 1999. Participant evaluations of MIRA workshops and trainers are included as a separate attachment to this Cluster story.

Evaluation efforts began in June 1998, with the Cluster's appointment of Basil Gooden as its evaluation representative. The evaluator maintained contact with members of the Virginia Cluster on a regular basis through telephone calls, e-mail, and personal visits throughout the evaluation time period. The primary contact was Holly Larson Lesko on the Steering Committee. General information was also acquired through the New River Valley Planning District Commission web site and the New River Valley Vision 2020 publication.

The evaluator met with members from each of the community teams during the breaks at one of the training sessions, attended a Steering Committee and a Grants Committee meeting, and toured all communities in the Cluster. Additional e-mail contact was made after the workshop series was complete and community teams began work on their projects.
